The government discussed the growing trend of Emirati men marrying foreign women at a meeting yesterday. Here’s what they had to say…

More and more Emiratis are marrying foreigners, so much so that the UAE’s Federal National Council have formed a special committee to look into the trend.

At an official meeting yesterday Hamad Al Rahoomi, a member of the Federal National Council (FNC), said he thinks the trend could “affect the national identity” in the UAE.

Statistics show that more Emiratis (particularly Emirati men) have been marrying foreign nationals.

Al Rahoomi said that of the 7,401 marriages across the country in 2014, 2,159 involved citizens marrying expatriate women. The trend was particularly prevalent in Dubai according to Al Rahoomi.

He asked that research be done to find out how many of the mixed-nationality marriages end in divorce, and what happened to the children after divorce.

“If Emirati men marry expats, then who will the Emirati women get married to?” asked Al Rahoomi during his speech.

“I want to ask the Marriage Fund what they are doing about the growing trend?” he asked. “Are the trends being analysed and are solutions being found?”

What’s the Marriage Fund, you ask? It grants allowances to Emirati couples for their weddings and to start their marriage, a part of that includes marriage counselling.

As a result of the discussions a committee of 10 FNC members has now been set up to look into the mixed-nationality marriages.

Ras Al Khaimah council member Mohammed Al Mehrezi mentioned in the meeting that a study should be conducted on “resolving spinsterhood and encouraging polygamy”.

“We prefer to call it late marriage,” speaker Dr Amal Al Qubaisi replied.

Schools to remain shut on Thursday

CBSE board exams will continue

All schools, both government and private, across the UAE will remain shut on Thursday, March 10, as per an order from the UAE Ministry of Education.

"Hussein Al Hamadi, the Minister of Education, issued a decision to provisionally suspend the official working hours on Thursday of all government and private schools in the state," a statement from the Ministry of Education read.

"The decision comes due to weather conditions, and to ensure the safety of students. Students will come back on next Sunday."

However, Indian curriculum schools and centers of the Central Board of Secondary Education (CBSE) annual board exams for Grade 10 and 12 will remain open and examinations will take place as per the timetable, until further notice.

Students attempting the examinations have to appear at the centers an hour earlier. "The students are required to come to the examination hall at 8.15 am. However, given the weather and traffic conditions, the students have to come in an hour earlier at 7.15 am," said Ashok Kumar, CEO of Indian High School.

Mohammed Darwish, Chief of Regulations and Permits Commission at Knowledge and Human Development Authority (KHDA) said, “Due to predicted weather conditions, private schools in Dubai will remain closed on Thursday (10 March, 2016), keeping in view the safety of students and staff. Schools are advised to use their discretion to assist any students appearing for external examinations."

Saudi father kills son, 11, with knife

Abdullah taken out of school and driven to isolated area before being slaughtered

 Abdullah was in his classroom in the southern region of Jizan when his father asked to take him home before taking him to an isolated area where he took out a knife and slaughtered him.

Manama: A father in Saudi Arabia took his 11-year-old son out of school before driving the boy to an isolated area and killing him with a knife.

Abdullah was in his fourth grade classroom in the southern region of Jizan when his father asked to take him home.

Instead, the father, aged in his 40s, took him to an isolated area where he took out a knife and slaughtered him. He then drove to a police security post and surrendered himself, Saudi daily Al Watan reported on Wednesday.

Police followed the father's directions and found the lifeless body of Abdullah.

Relatives said the father had recently been released from prison after serving time for attempting to run over his uncle following a family dispute. He lived alone after  separating from his wife.

Abdullah lived with his grandfather. The relatives said the father was going through a difficult period and had secluded himself.

Neighbours said he often talked to himself and was often seen asking people for drugs.

The education district said it had launched an investigation to determine how the father was allowed to take his son out of school. The district said it wanted to assess whether the normal procedures taken in such cases had been followed.

It’s all change at Dubai International Airport

When the new Concourse D opens, it will herald a new era in passenger travel in the emirate.

Dubai: The new Dh3.3 billion Concourse D will open at Dubai International next Wednesday.

The opening date was confirmed to Gulf News on Monday night by Sinead Al Sibai, the vice-president of marketing for Dubai Duty Free.

The opening of the new concourse at the world’s busiest airport for international passengers will increase yearly capacity from 75 million passengers to 90 million and cater to over 70 international airlines.

“We are really excited. It’s going to open 24th of February,” Al Sibai told Gulf News.

Operator Dubai Airports also confirmed it is planning to open the new concourse next Wednesday.

“This is indeed the target date and we are just finalising all last minute preparations to insure the facilities are 100 per cent ready for opening day,” a spokesperson told Gulf News by phone on Tuesday.

Concourse D, part of Terminal 1, is the last major project of Dubai Airports’ Dh28.62 billion Strategic Plan 2020 expansion to increase annual capacity at Dubai International to 90 million passengers. The operator conducted a major test of the new concourse on February 6 with 2,000 residents from the UAE taking part in an operational trial.

More than 70 international airlines at present using Terminal 1’s Concourse C will be moving over to the new concourse, with Emirates progressively taking over Concourse C, which will be simultaneously refurbished.

Passengers travelling with airlines flying through Terminal 1 will still enter and check-in at the same area they do today. However, they will take an overground driverless train to the new concourse. The process will be similar to how passengers get between Emirates Concourse A and B at Terminal 3.

Emirates passengers will also continue to check in from the airline’s desks at Terminal 3 and from there will be able to proceed to Concourse C after immigration and security checks. Some passengers will already be familiar with this as Emirates have been using Concourse C gates for some time.

Concourse D will be different to the existing layout of the airport’s facilities, featuring open check-in areas so that passengers can roam around the airport right up until boarding.

Martyr laid to rest in Ras Al Khaimah

Emirati soldier Abdullah Juma Hassan Al Shamsi, who was martyred while fighting in Yemen as part of the Saudi Arabia-led Operation Restoring Hope, was laid to rest in his hometown of Al Sham in Ras Al Khaimah on Monday.

The funeral prayers were held at Imam Ahmad Bin Hanbal mosque in the presence of His Highness Shaikh Saud Bin Saqr Al Qasimi, Member of the Supreme Council and Ruler of Ras Al Khaimah. A large number of community members, family and friends also paid their last respects to the departed soul.

Shaikh Saud offered condolences to the close relatives of the deceased after heading the procession to Al Sha’am graveyard, where the body was laid to rest.

Shaikh Saud offered his sincere condolences to the family of the martyr, praying to Allah to bestow mercy and eternal peace on the martyr’s soul, and to grant his family patience and solace to bear the loss.

A number of shaikhs, senior local officials, tribal chiefs, dignitaries, army officers and personnel and scores of Emiratis and residents offered the funeral prayers.

The entire town of Al Sham, bordering the Musandam region of Oman, and the surrounding villages turned up to mourn the town’s hero.

It seemed time stood still in this northernmost town of the UAE as community members converged at the graveyard, paying tribute to their hero and offering words of consolation to the relatives of the deceased.

“This is not the time to grieve, but to feel proud for the sacrifice of our brave son. He is blessed, his soul is blessed as he has laid down his life in the cause of justice and truth. We believe that Allah Almighty is pleased with him and we all wish to die a similar death,” said the cleric addressing the funeral gathering.

Al Shamsi, 21, was the second young man from the town to lay down his life fighting in Yemen.

The latest casualty brings the death toll of Emirati soldiers fighting in Yemen to 68 since Operation Restoring Hope commenced in March last year. Another UAE serviceman was also reportedly injured during Sunday’s fighting.

One of 11 brothers, four of whom are serving in the UAE Armed Forces, Al Shamsi had joined the army three years ago and, according to his brothers, was keen to join the troops in Yemen.

“He went to Yemen two weeks ago and that was the last time we saw him. He was engaged and was about to get married soon. But he was more keen on fighting in Yemen and performing his duty to our beloved nation. He couldn’t get his bride in this life but he will now get fairies in t paradise,” said his brother, Salem, who serves in the police.

Al Shamsi’s elder brother, Hassan, 39, who also serves in the UAE Armed Forces, said: “My brother was brave and he was always in the forefront to serve the community and the country. He was not afraid of dying and was always eager to lead from the front. We are proud that he managed to achieve what none of us could, though we have been serving in the army for longer.”

Other Al Shamsi brothers serving in the army are Mohammad, 24, and Nasser, 22. The other siblings are serving in the police force.

The General Command of the UAE Armed Forces has extended its sincere condolences to Al Shamsi’s family, asking Allah Almighty to bless his soul and to bestow patience and solace on his family.

Even before allegations surfaced claiming the star had sexually abused children — as they did later that year — it seemed there were a lot of stories circulating about the King of Pop. And, live on national television before an audience of 90 million people, Jackson wanted to set the record straight.

Did he sleep in an oxygen chamber?

 No, Jackson said. Had he purchased the Elephant Man’s bones? No, Jackson said. (“Where am I going to put some bones?”) And did he want a white kid to play him in a Pepsi commercial?

Jackson sighed. Then he got mad. Or, perhaps, as mad as Jackson got.

“That is so stupid,” he told Oprah. “That’s the most ridiculous, horrifying story I’ve ever heard. It’s crazy.”

The question, it seemed, struck at the core of Jackson’s amorphous identity. Though stricken with vitiligo, a skin condition that lightened his complexion in patches, the singer who idolized James Brown was still black and proud.

“Why?” he said of the rumour. “Number one, it’s my face as a child in the commercial. Me when I was little. Why would I want a white child to play me? I’m a black American. I’m proud to be a black American. I am proud of my race. I am proud of who I am. I have a lot of pride in who I am and dignity. That’s like you wanting an Oriental person to play you as a child. Does that make sense? ... So please people stop believing these horrifying stories.” He added: “When people make up stories that I don’t want to be who I am, it hurts me.”

Now, a version of what so horrified Jackson — who, if anyone needs to be reminded, died in 2009 — has come to pass. The very white actor Joseph Fiennes, perhaps best known for playing the Bard in Shakespeare in Love, has been cast as Jackson in a film for British television.

People were angry.

Just two weeks ago, Oscar nominations were announced — and, out of 20 acting nominees, not a single person of colour was to be found. This revived the previous year’s “#OscarsSoWhite” controversy about whether minorities remain underrepresented in the film industry.

Spike Lee and Jada Pinkett Smith, among others, are sitting out the awards. Oscar host Chris Rock is now in the middle of the racial storm surrounding the glitzy event. The Academy, its president said, is trying to diversify its membership.

And what seemed like a whimsical project produced on a foreign isle — Elizabeth, Michael and Marlon, which details the purported flight of Liz Taylor, Marlon Brando and Jackson from New York City in the wake of the September 11 attacks — hit social media with a digital thud.

“Joseph Fiennes is not surprised he was cast to play Michael Jackson,” one Twitter user wrote. “ I threw up in my mouth! #diversity.”

“I mean, at this rate, why not cast Judi Dench as Michael Jackson?” Ed Wong of the Atlantic tweeted.

“Producers say it’s creative diversity,” actor Miguel Nunez wrote. “Then let me play Donald Trump.”

As the world defended the legacy of the man who may be the most beloved performer in history, Fiennes took refuge at Entertainment Tonight. And he wanted to talk about Jackson’s diagnosis.

“[Jackson] definitely had an issue — a pigmentation issue — and that’s something I do believe,” he said. “He was probably closer to my colour than his original colour.”

The movie, Fineness said, was not a broadside against people of colour trying to break into Hollywood. He said the film is “not in any way malicious. It’s actually endearing.”

Sky Arts, who produced the film, also defended the casting decision. “Sky Arts gives producers the creative freedom to cast roles as they wish, within the diversity framework which we have set,” the network said in a statement, as the Associated Press reported. The company added that it “puts the integrity of the creative vision at the heart of all its original commissions.”

“It’s [about] people who are so iconic, but also can be detached,” Fiennes said. “You know, you can get detached from society. So it’s examining that kind of wonderful and mad detachment.”

Alas, some seemed more inclined to believe that the actor and Sky Arts were the detached ones.

But wait — Elizabeth, Michael and Marlon had its defenders. There is a long history of actors of one race playing characters of another and getting away with it — even after the end of Al Jolson-style blackface. There’s Al Pacino in Scarface. There’s Robert Downey in Tropic Thunder (although, actually, he was in blackface for that one). There’s Hamilton.

Aren’t artists free to make art?

“Well, I mean, if we are allowed to turn ghost busters into women, which were men first, race shouldn’t be a problem,” one Twitter user wrote.

“Looks pretty white to me,” the same Twitter user wrote over a photograph of Jackson.

Alas, an intractable problem that’s bed evilled theatre for centuries has not been solved yet.

“In Selma, for example, it makes no sense for a non-black actor to play Martin Luther King Jr. or for a non-white actor to play Lyndon Johnson.” David Marcus wrote at the Federalist last year in The Case for Colorblind Casting. “Those racial identities are central to the story, and there is nothing wrong with that. When a film or play is specifically exploring issues of race, it is perfectly acceptable to cast on that basis, just as it is when advertisers are targeting a demographic. This is natural and to be expected. But the fact is such stories are very much the exception, not the rule.”

Elsewhere, others took, more or less, the opposite position.

“Colorblind casting might land a few promising actors prestigious roles, but it isn’t a sustainable strategy,” Angelica Jade Bastien wrote at the Atlantic last year in The Case Against Colorblind Casting. “It neither addresses the systemic problems that exists behind the camera nor does it compel Hollywood to tell more racially aware stories.”

Light rain forecast in the northern part of UAE

Dubai: Weather forecasters are expecting some light rain over the northern part of the UAE and partly cloudy and hazy conditions over the rest of the country.

The amount of clouds will increase over some areas, especially over the coastal, islands, and northern emirates that may be associated with some light rain towards the north, according to the Wednesday’s weather bulletin of the National Centre of Meteorology and Seismology.

 A drop in temperatures is forecasted as well with Jebel Jais expecting lows of 11°C and Ras Al Khaimah reaching 15°C. The lowest recorded temperature for Wednesday was at 9.8°C at 7.45am at Damtha in Al Ain.

Horizontal visibility may be reduced over internal areas due to moderate to fresh winds packed with dust or sand. Winds will be strong over the sea causing the Arabian Gulf to be rough to very rough with waves reaching 7ft to 9ft offshore while the Oman Sea will be moderate.

Less than 1 year of service

b. 330.30 x 21 = 6,936.30. So 21-days salary is Dh6,936.30 in gratuity entitlement for each year of service. Multiply this figure for every year of service up to 5 years.

For 30 days calculation for those exceeding 5 years of service

c. 330.30 x 30 = Dh9,909. So 30-days salary is Dh9,909 in gratuity entitlement for each year of service – so long as the total figure does not exceed two years total salary figure.

Calculations for Unlimited Contract gratuity pay

Less than 1 year of service

Leaving work before completing one (1) year of service means that you are not entitled to any gratuity pay.

Between 1 year and 3 years of service

Employee is entitled to one third (1/3) of the 21-days gratuity pay.

Between 3 years and 5 years of service

Employee is entitled to two thirds (2/3) of the 21-days gratuity pay.

Calculation example

Basic salary example: Dh10,000

The full Dh6,936.30 is payable if you have completed 5 years.
