British Bollywood actress Amy Jackson will be heading to Star Cinemas at Lamcy Plaza in Dubai for a private premiere of her film, Singh is Bliing, on Saturday 

The premiere is part of a charity campaign dubbed “b with the Heart”, open to 500 workers from around the city. Across Friday and Saturday, the events and advertising company Plan B will be holding free showings of the film for workers from different camps. The action-comedy stars Jackson alongside Akshay Kumar.

The campaign aims to bring the movie-going experience to some who reported that they had not been to a cinema before, or that they had not been to the movies in Dubai.

Pakistan to hang man who claims he was 15 at time of crime

ISLAMABAD: Pakistani authorities are set to hang a man who says he was 15 when he was arrested for a murder he claims he did not commit, lawyers said on Saturday, in the latest case to shine a spotlight on Pakistan’s crumbling criminal justice system.

 Ansar Iqbal says he was 15 when he and a friend were arrested 16 years ago for the murder of neighbour, which the victim’s family said was over an argument at a cricket match.
 

Iqbal says police framed him because he was poor by planting two guns at his house.

Pakistani law forbids the execution of juveniles, but the country’s courts have refused to examine Iqbal’s school records and birth certificate because they say they were submitted too late, said Maya Foa of British legal aid group Reprieve.
His old school record and a new birth certificate issued this year give his age as 14 and 15 respectively. Record keeping in Pakistan is poor and records are easily forged.

Instead, the court concluded he was in his early 20s based on a policeman’s estimate at the time of his arrest, Foa said.

Iqbal’s friend was tried as a juvenile. 

“The onus has to be on the government and prosecution to prove that the individual facing the gallows is not a juvenile if all the available evidence points otherwise,” she said.

 

“Otherwise it puts the defendant in an impossible position.” Iqbal’s lawyer, Munir Basit, confirmed his client had been tried as an adult and had been notified he was to hang at Sargodha jail next week.

“He has received his black warrant in the concerned jail,” Basit said.


Court and prosecution officials were not available for comment.

 

Pakistan brought back hanging in December as a way to crack down on militancy after Taliban gunmen massacred more than 130 pupils at an army-run school.

 

But very few of the 240 people hanged have any links to militancy. Most, like Iqbal, were convicted of murder. Many of their families say they were falsely accused and too poor to get good lawyers. Few, if any, wealthy convicts have been hanged.

Pakistan’s criminal justice system is widely considered corrupt. Police frequently ask for bribes and few are trained in preserving a crime scene or collecting evidence. Instead, they rely on easily manipulated oral statements. Accusations of torture are common.

 

Unskilled, poorly paid court-appointed lawyers often fail to examine witnesses or do not turn up for hearings, and tales of judges who ask for bribes are common.

Pakistan’s mountain boatmen fear loss of livelihood on remote lake

Attabad Lake, Pakistan: In their rickety boats, they’ve carried nearly everyone and everything that travelled between central Pakistan and China for the past five years, including dead bodies, rare gemstones and fugitives on the run.

 

But the work of these mountain boatmen in northern Pakistan’s Gilgit-Baltistan region may be coming to an end.

 

In 2010, deep in the Himalayan Mountains, a landslide sent a village-size chunk of rock crumbling into the valley. It blocked the rushing rapids of the Hunza River, creating a new lake that flooded more than 150 houses as well as the Karakoram Highway.

 

With no other way for vehicles to cross the mountains, passengers and cargo had to be ferried across the water in handmade wooden boats. Although the trip was often a joy for tourists, the hourlong ride was a major hassle for truckers, smugglers and local residents, some of whom had to cross the lake several times a week.

 

But in mid-September, after several years of construction, Chinese engineers completed four large tunnels along the south shore of the 21km-long lake. As a result, traffic can again flow on the newly diverted Karakoram Highway, which may doom the livelihoods of hundreds of boat operators and day labourers who had become mainstays of the local economy.

 

“We are going to lose 50 per cent of our business, probably more,” said boat operator Malik Shah, 47. “Maybe the tourists will still come for us, but we do not know that, so maybe not.”

 

The 20-foot boats are colourfully painted with the same mosaics for which Pakistani trucks are famous. They are powered by two engines, and steering wheels from junked cars control six-foot rudders.

 

On each side of the lake, where the highway abruptly disappears under the water, the boats wait for customers who pay fares of $3 to $5 (Dh11 to Dh18.3).

 

Before the tunnels opened, cars and sport-utility vehicles drove directly onto the boats using boards as ramps. People might be crammed in along with restless cattle, stinky chickens or baa-ing goats. But when traffic was light, passengers could relax as their boats glided past snowcapped mountains, the sputter of the engines churning the water surprisingly therapeutic.

 

For trucks, however, Attabad Lake was, literally, the end of the road. They were too heavy to be carried by boat, so the trucks’ cargo had to be offloaded at the shoreline. It was packed onto a boat and reloaded onto another truck at the other end of the lake.

 

The process took hours, creating dozens of jobs in a part of Pakistan where many families survive on just a few dollars a day.

 

“It was fixed, permanent income,” said Ikram Ali, 32, who made about $350 a month offloading the trucks. “Now, I wonder if I will stay penniless for days.”

 

Although Attabad Lake initially was as deep as 350 feet, silt from glacial run-off has been gradually settling to the bottom. This summer, boats were increasingly running aground near the shoreline.

 

“It’s filling in,” said Riazullah Baig, a local tour guide. “In another 10 years, it may just be a riverbed again.”

Couple's Eid break ends in tragedy as wife dies in crash

Eid Al Adha break turned tragic for a Pakistani couple as their car met with an accident in Oman, killing the wife on the spot. The crash took place on Saturday evening as the couple was returning to Dubai.

Mohammed Wasif Khan and his wife, Wajiha Wasif - both in their early 30s - travelled to Salalah to celebrate Eid, according to relatives.

Around 4pm on Saturday, their car, which Wasif was driving, met with an accident about 150km from Muscat. Wajiha is said to have died on the spot while Wasif is recuperating in a critical condition at the Nizwa Hospital near Salalah.

"We don't know exactly what happened," Asim, the maternal uncle of Wajiha, told Khaleej Times from Karachi. "I called Wasif but he is delirious and is unable to speak to me ... He doesn't even know that his wife has passed away."

The couple does not have any children.Wasif and Wajiha were married two years ago. They moved to Sharjah nearly six months ago from Malaysia. Asim said he was not aware of Wasif's profession and job details in Dubai. Since the couple has no family in Oman, a Dubai-based friend of Asim's, Mohammed Adam, is taking care of all legal matters till someone is able to fly to Oman. "I have been in touch with the consulate officials in Oman and UAE," he said, adding that he was trying to secure a visa to Oman.

An official from the Pakistan Consulate in Dubai said all legal matters were being looked into. "We are in touch with Pakistani embassy officials in Oman," said Haroon Malik, welfare counsellor at the consulate.

"There are still (a) lot of formalities that need to be completed before Wajiha's body can be repatriated. "At the moment, we are trying to arrange for a visa for a close relative based on the urgency of the situation and on humanitarian basis," he added.

New UAE labour rules kick in on January 1, 2016

More transparency: 3 new rules cover application of ministry-approved contracts, conditions for terminating employees and labour permits to work for new employers


Dubai: Sweeping new rules by the Ministry of Labour will forge a stronger relationship between employers and workers and enhance the labour market across the country by ensuring transparency and encouraging more flexible labour mobility for workers.

The new rules were unveiled on Monday by Minister of Labour, Saqr Ghobash to build upon the latest decisions to the labour policy initiative in 2011 regarding labour mobility.

Ministerial Decrees 764, 765 and 766 pave the way for improved labour relations by securing more stable practices governed by regulations that protect workers who are legally sponsored to enter the UAE, the ministry said. “The new rules will also bring greater transparency, clarity and tighter monitoring of labour contract conditions and ensure both employer and employee enter into fully voluntary relationships,” a statement said.

The decrees will see the creation of a new unified, standard labour contract.

Fresh turmeric is as different from its more familiar dried equivalent as root ginger is from ground ginger. The root (or rhizome) looks like a smaller, thinner Jerusalem artichoke. When you peel it, the bright orange flesh releases a heady fragrance.

Fresh turmeric tastes unique: quite earthy, a little citrussy, with some of the tongue-numbing power of Sichuan pepper and a hint of bitterness. Used raw in tiny amounts, either grated or cut into thin matchsticks, it transforms a dull cabbage and carrot slaw into something positively exciting. Use fresh turmeric in Indian recipes that call for dried for a livelier result.

Be warned fresh turmeric stains easily, so unless you want to turn your kitchen yellow, handle with care. In that event, all is not lost: lemon juice usually removes turmeric stains.

Why is fresh turmeric good for me?

Turmeric has long been used in India, where it is a venerable ingredient in Ayurvedic medicine, used to heal wounds and treat skin conditions such as psoriasis. Turmeric contains compounds that have powerful anti-inflammatory, anti-fungal and anti-bacterial properties. A growing body of research supports the notion that one such compound, curcumin, can inhibit the growth of cancer cells. Last year, one study found curcumin was more effective in treating rheumatoid arthritis than prescription anti-inflammatories.

You’ll find fresh turmeric in Chinese supermarkets, and Indian and Thai food stores; look near the ginger and galangal in the chill cabinets.

SPICED RICE AND LENTILS

This is a great side dish to a curry or a very simple supper on its own. Add cooked veg for a one-pot dish or flaked mackerel and a soft-boiled egg to create a kedgeree.

Serves 4

1 tsp brown mustard seeds

6 whole cloves

4 cardamom pods

2 tbsp flavourless oil

2 large onions, thinly sliced

5cm piece of fresh turmeric, peeled and finely grated

5 garlic cloves, peeled and crushed2 red chillies, deseeded and finely chopped

1 tbsp ground cumin

1 tbsp ground coriander

200g red lentils, washed

400g basmati rice, thoroughly rinsed

550ml chicken or vegetable stock

Small stick of cinnamon

2 bay leaves

Pinch of salt

To finish

40g butter

Juice and zest of a lime

Big handful of coriander, finely chopped

Heat a large heavy-based pan with a lid with 1 tbsp oil. Throw in the mustard seeds, cloves and cardamom pods and cook for 2-3 minutes before adding the onion and letting it soften down for 5-7 minutes.

Turn up the heat and let the onions take some colour, before adding the turmeric. Stir for a few minutes, then add the garlic, chilli, cumin and coriander, and leave for a few minutes more before adding the rest of the oil and letting it heat up.

Add the lentils and coat well. Drain the rice, add to the pan and coat thoroughly. Then add the stock, cinnamon, bay and a pinch of salt.

Bring to a boil and stir thoroughly. Put a lid on the pan and leave it over the lowest possible heat for 25 minutes. Once cooked, the rice can sit like this for up to half an hour before serving.

To serve, taste the rice for seasoning, and add the butter, lime and coriander.

Another foggy morning greets people of UAE







Dubai: Residents woke to another foggy, misty, and unusually cold morning as they commuted to work on Monday.

The National Centre of Meteorology and Seismology’s satellite imagery of the mist and fog formation showed mist in Sharjah, Ras Al Khaimah and Al Minhad at 4am and fog in Jebel Ali at 5am. An hour later, fog blanketed most parts of Dubai, Sharjah and parts of Abu Dhabi.
Mist started to form over Liwa and Sweihan at 11pm Sunday, stretching until early morning Monday.
Both mist and fog are caused by masses of water droplets although they differ in density.

Fog is a type of cloud that reaches ground level and reduces visibility to less than one kilometre. Mist is less dense and is quicker to dissipate due to different factors such as wind, temperature, or when relative humidity changes. Mist can reduce visibility to less than 2km.

Residents took to Twitter to share their excitement about the change of weather due to the unusually cool Monday morning and foggy conditions that they said usually come before winter.

Another user, Ara’s Secret UAE, said: “Good morning, everyone! It's 8am here in Dubai: morning fog. Winter is coming!"        

The lowest temperature recorded in the country is in Raknah near Al Ain at 20.1 degrees Celsius at 6.45am.

Monday’s weather will be fair in general with clouds appearing over the eastern mountains by afternoon. Temperatures will range between 31C and 35C. Expect light to moderate winds that will become freshening by late night.

‘Jawani Phir Nahi Ani’ attracts record crowd, earns Rs 1.5 crore on first day of release

“Jawani Phir Nahi Ani” is said to be an adventure comedy film. Leading cast of the movie includes Hamza Ali Abbasi, Hamayun Saeed, Ahmad Butt, Vasay Chaudhry, Javed Shaikh, Ismail Tara, Mehwish Hayat, Sarwat Gillani, Sohai Ali Abro and Ayesha Khan.


The movie initially received criticism from Pakistani viewers on release of trailer which showed several actresses in Bikinis and short skirts.

The Dubai Ruler’s Court yesterday announced the death of Sheikh Rashid bin Mohammed bin Rashid Al Maktoum, who succumbed to a heart attack.
 Following the funeral prayer after Maghreb prayers at Zabeel Mosque yesterday, Sheikh Rashid was laid to rest at Umm Hurair cemetery, located at Al Fahidi area, in Bur Dubai.
 Sheikh Rashid was the eldest son of His Highness Sheikh Mohammad Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai.
 
 
A three-day official mourning has been declared across the UAE following the death of Sheikh Rashid bin Mohammed bin Rashid Al Maktoum.
 Flags will remain at half-mast during the three-day mourning period.
 
Father, the Teacher
The late Sheikh Rashid learned from his father His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, the skills to take the right decision. His father planted in him the characteristics which should be of a leader.
Being close to his father had a great influence on the character of late Sheikh Rashid bin Mohammed.

 

Passion for Philanthrophy
Along with his official responsibilities, the humanitarian work held great interest for late Sheikh Rashid. He made many philanthropic contributions.
He was very keen on personal involvement in many activities and key humanitarian initiatives, notably the Dubai Cares initiative. He attached great importance to the noble objectives aimed at helping disadvantaged communities in the world to keep up with progress by providing educational opportunities for children.
 
World Sports Personality 
Late Sheikh Rashid bin Mohammed had a key role in strengthening the sports world.
National Olympic Committe Chairman
He chaired the National Olympic Committee during from 2008 to 2012.
Before that, he co-founded the Dubai Cultural Sports Club in Al Aweer where he chaired the club till he delivered it to his brother Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, head of the
National Olympic Committee in February 2005.
The sports contributions of Sheikh Rashid were not only was not confined by his official posts in local sports, but extended to areas of global competition, where he participated in some of the significant competitions which raised the UAE flag high with a series of accomplishments.





Endurance Champion
Late Sheikh Rashid bin Mohammed had a passion for sports, especially in endurance races, where he mostly took part alongside his father, His Highness Sheikh Mohammed bin Rashid Al Maktoum, and his brother Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum.
At the international level, Late Sheikh Rashid won many important victories and titles, most notably the Gold Medal of the endurance race in the Asian Games (December 2006) in addition to many local and regional and international championships. [Text from Al Bayan]

Understanding your responsibilities as both a developer and sub-developer is an important part of the property industry in Dubai. Below is RERA’s Law 13 (and amendments from Law 9) with regards to the regulating the interim property register in Dubai.

Law No. (9) of 2009 amending Law No. (13) of 2008

Regulating the Interim Property Register in the Emirate of Dubai

Article 1

This Law will be cited as “Law No. (13) of 2008 Regulating the Interim Property Register in the Emirate of Dubai”.

Article 2 - Amended; Law 9 of 2009

The following words and expressions will have the meaning indicated opposite each of them unless the context implies otherwise:

Emirate The Emirate of Dubai

RERA: Dubai rental law for landlords, tenants

Department The Land Department.
RERA The Real Estate Regulatory Agency.

Property Register The property register maintained by the Department.

Interim Property Register The documents maintained by the Department in written or electronic format in an electronic record in which sale contracts, Off-plan Sales, and other off-plan legal dispositions of real property are registered prior to inclusion in the Property Register.


Real Property The land and any fixed structure constructed on it.

Real Property Unit Any designated part of Real Property including any part designated as off-plan.
Off-plan Sale The sale of designated Real Property Units Off-plan or of those which are under unfinished.

Master Developer Any person licensed to engage in real estate development and the sale of Real Property Units to third parties in the Emirate.

Sub-developer Any person who undertakes part of a real estate development project of a Master Developer in accordance with a mutual agreement.

Real Estate Broker Any person who undertakes the real estate brokering business in accordance with Bylaw No. (85) of 2006 Regulating the Real Estate Brokers Register in the Emirate.
Competent Entities The entities authorised to license and register real estate development projects in the Emirate..
 

Article 3

1. Any disposition that occurs in respect of any Real Property Unit sold off-plan will be entered in the Interim Property Register, and any sale or any other legal disposition that transfers or restricts ownership or any ancillary rights will be void unless entered in that Register.

2. Any developer, who disposed of a Real Property Unit by way of sale or any other disposition that transferred or encumbered a Real Property Unit before this Law came into force, must apply to the Department to enter such disposition or encumbrance in the Property Register or in the Interim Property Register, as the case may be, within a maximum of 60 days from the date on which this
Article 4
No Master Developer or Sub-developer may commence a project or dispose of its Real Property Units by way of Off-plan Sale before taking possession of the land on which the project will be implemented and obtaining the required approvals from the Competent Entities in the Emirate. In all events, the Department must designate the entry of the Real Property as “under development”.

Article 5

The application to enter a Real Property Unit in the Interim Property Register must be submitted on the form prepared for such purpose provided that all required information and documents are provided in accordance with the rules and procedure adopted by the Department.

Article 6

Real Property Units sold off-plan and entered in the Interim Property Register maintained by the Department may be disposed of by way of sale, mortgage, or any other legal disposition.

Article 7
No Master Developer or Sub-developer may charge any fees on the sale, resale, or on any other legal disposition of the Real Property Units which are completed or sold off-plan except those administrative costs which are approved by the Department to be received by the Master Developer or Sub-developer from third parties.

Article 8
Developers must enter completed projects in the Property Register maintained by the Department once they receive the completion certificate from the Competent Entities. This includes entering sold Units in the name of purchasers who fulfilled their contractual obligations in accordance with the procedure adopted by the Department.
For the purposes of this Article, the Department may, either upon the request of the purchaser or upon its own initiative, register in the Property Register in the name of the purchaser a Real Property Unit entered in the Interim Property Register which was sold off-plan, provided that the purchaser fulfilled all his contractual obligations.

Article 9
If a developer wishes to market his project through a Real Estate Broker, the developer must contract with a certified Real Estate Broker in accordance with the terms and conditions stipulated by Bylaw No. (85) of 2006 Regulating the Real Estate Brokers Register in the Emirate of Dubai. The developer must also register that contract with the Department.
Article 10
No developer or Real Estate Broker may enter into a private sale contract to dispose of Real Property or Real Property Units by way of Off-plan Sale in projects which are not approved by the Competent Entities. Any contract which is entered into prior to obtaining such approval will be null and void.

Article 11 - Amended; Law 9 of 2009

If the purchaser breaches any of the terms of the sale contract of the Real Property Unit concluded with the developer, the developer must notify the Department of such breach, and the Department must give a thirty (30) days’ notice to the purchaser, in person, by registered mail or by email, to fulfil his contractual obligations.

2. If the notice period mentioned in paragraph (1) of this Article expires and the purchaser fails to perform his contractual obligations, the following provisions will apply:

a. where the developer has completed at least 80 per cent of the real estate development project, the developer may retain all payments and claim the balance of the contract value from the purchaser, failing which the developer may request the sale of the Real Property by way of public auction to recover the balance of the amounts to which he is entitled;


b. where the developer has completed at least 60 per cent of the real estate development project, the developer may terminate the contract and retain a maximum of 40 per cent of the value of the Real Property Unit stipulated in the contract;

c. where the developer starts the construction works but fails to reach the 60 per cent threshold of the real estate development project, the developer may terminate the contract and retain a maximum of 25 per cent of the value of the Real Property Unit stipulated in the contract; or

d. where the developer, for reasons beyond his control but without any negligence on his part, fails to start the construction works, the developer may terminate the contract and retain a maximum of 30 per cent of the payments made by the purchaser.

3. For the purposes of items (c) and (d) of paragraph (2) above, “construction works” will mean the developer taking possession of the real estate development project site and starting construction works in accordance with plans approved by Competent Entities.


4. For the purposes of items (b) and (c) of paragraph (2) above, the developer must return any amounts payable to the purchaser within a period not exceeding one year of the termination date or within a period not exceeding 60 days of selling the Real Property Unit, whichever is earlier.


5. Notwithstanding paragraphs (1) and (2) of this Article, RERA may, based on a reasoned report, decide to revoke the real estate development project, in which case the developer must return all payments received from purchasers, in accordance with the procedure and provisions stipulated in Law No. (8) of 2007 Concerning Escrow Accounts of Real Estate Development in the Emirate of Dubai.

6. The provisions of this Article will not apply to sale contracts for land which is not disposed of by of Off-plan Sale. Those contracts will be governed by the terms of the contract concluded by the parties.


7. The provisions of this Article will apply to all contracts concluded before this Law comes into force.

Article 12

The area of a sold Real Property Unit will be deemed to be correct. However, if any increase in the area of the Real Property Unit takes place after delivery of the Unit, the developer may not claim any increase in price in consideration for such increase. However, if a decrease in the area occurs, then the developer must compensate the purchaser for such decrease unless such decrease is inconsequential, in which case the developer is not liable for compensating the purchaser for such decrease.

Article 13

If the Department proves that a developer or a Real Estate Broker has committed any act or omission in breach of the provisions of this Law or any other applicable legislation, the Director General of the Department must prepare the relevant report and refer the matter to the competent entities for investigation.


Article 14

The Chairman of the Executive Council will issue the regulations required for the implementation of the provisions of this Law.

Article 15

This Law will be published in the Official Gazette and will come into force on the day on which it is published.
